Background

Uganda National Association of Builders, Suppliers and Engineering Contractors (UNABSEC) was established in 1993 as a non-profit, non-political, member-driven Association that brings together all genuine players in the Ugandan construction contracting sector. Mission: To promote and protect the shared interests of members, and the construction industry as a whole, through mobilization, advocacy, networking, and innovative service provision.

UNABSEC seeks to secure funding through donor grants and funds to further its objectives and facilitate growth. These Terms of Reference (TOR) have been formulated to enlist the services of a consultant (individual or a firm) to undertake the activity on behalf of UNABSEC.

Objective

The primary objective of this consultancy is to source and write funding proposals on behalf of UNABSEC, targeting various donor organizations and funding opportunities. The consultant will identify suitable funding sources, develop compelling proposals, and present them to potential donors.

Scope of Work

The consultant's scope of work shall include but not be limited to:

1. Conducting research to identify potential donor organizations, funding opportunities, and relevant grant programs aligned with UNABSEC's objectives.
2. Liaising with UNABSEC Management to understand the organization's funding needs, priorities, and project proposals.
3. Developing high-quality funding proposals, including detailed project plans, budgets, and impact assessments, tailored to meet the requirements of specific donor organizations.
4. Collaborating with UNABSEC's internal teams and relevant stakeholders to gather necessary information and insights for proposal development.
5. Presenting funding proposals to potential donors through written submissions, physical or virtual meetings, and presentations as required.
6. Providing support and guidance to UNABSEC in negotiating funding agreements and terms with donors, where necessary.

Deliverables

The consultant shall deliver the following:

1. Comprehensive list of potential donor organizations – clearly stating their areas of interest and funding opportunities to UNABSEC Management for review and selection of suitable organizations for further engagement.
2. Well-written funding proposals tailored to different donors' requirements and in line with UNABSEC’s objectives. (At least one per quarter)
3. Presentation materials and pitch documents for donor meetings.
4. Regular progress reports and updates to UNABSEC Management on the status of funding applications and engagements.

Timeline

The consultancy is expected to commence upon the signing of an agreement. The timeline for specific deliverables shall be mutually agreed upon between UNABSEC and the consultant at the beginning of the engagement.

Qualifications and Experience:

The ideal consultant, who can be either an individual or a firm specializing in the work, should possess the following qualifications and experience:

1. Proven track record in sourcing and securing funding from donor organizations, preferably in the construction or related sectors.
2. Strong writing and communication skills, with the ability to articulate complex ideas and proposals clearly and persuasively.
3. Knowledge of the donor landscape, including funding trends, priorities, and application processes.
4. Experience in project management, budgeting, and impact assessment for development projects.
5. Ability to work independently, meet deadlines, and collaborate effectively with diverse stakeholders.

Facilitation and Payment

UNABSEC and the consultant will agree on the mode of remuneration for services offered before signing a contract. Interested consultants will submit their preferred mode of remuneration with the Expression of Interest, subject to negotiation.

Expression of Interest

1. Interested individuals or firms are invited to submit their Expression of Interest in both soft copy via email unabsec@unabsec.co.ug and hard copy submitted to the UNABSEC Secretariat not later than 05th July 2024.

2. The Expression of interest shall include the following documents;

• i. Cover letter explaining why they are the most suitable for the work (max 1 page). This shall be addressed to;

Evaluation Criteria

Expressions of Interest will be evaluated based on the consultant's qualifications, experience, proposed approach, and mode of remuneration. Shortlisted candidates will be invited for physical interviews and further discussions before final selection.

Confidentiality

The consultant shall maintain strict confidentiality regarding all information and documents UNABSEC shares during the consultancy.
